This is of very limited use to Squid. It is a local log splitting program only, allowing a number of local log files or the output of a program to be split into another numberof local log files and/or taking actions when certain messages is seen, and in addition does not even touch the problem discussed.
It is not better or worse than syslog, it is a different thing solving a different problem.
