Odd.. your system at the time you took that /proc/meminfo had ca 400 MB free memory. It should not be swapping from what I can tell.

Should be OK, but maybe a little high in the cache size. How much traffic does this Squid really have? There is very little benefit in having a cache larger than ca 1 weeks worth of traffic.
