Your Squid has no way of asking of the encryption password when you run it as a daemon unless you configure a method of asking for the password in squid.conf. When not in daemon mode it can ask interactively using the terminal but this is not possible in daemon mode as Squid then runs in the background with no access to the terminal.
Either decrypt the key, or tell Squid how to ask for the password.
