I agree with Henrik, this patch is now working quite nicely with others ICAP server like WebWasher for example. Some bugs are still remaining, in particular under high load, but I've never encounter this problem of connection refused.
Thanks for the feedback, then I will contact ISS (vendor of Proventia) so they can check their product. ;-)
