No, but you have mistaken the context of the comment.
The context of the comment is what Squid should do with the request once th client has sent the request to Squid, not what clients should do with the request. This is the context of every directive in squid.conf (Squid, not client).
If you do not have any cache peers then going direct is the only available option to Squid so using this directive then does not make much of a difference then. But say for example that you are normally using a parent proxy at the ISP, parent company or whatever. It then makes a big difference.
