It is not. It is parsed and stored into a splay tree for efficient lookups, taking benefit of the well defined structure of Internet domain names.

The dstdomain parsing is in aclParseDomainList, it does little more than reading one token at a time from the acl definition and giving it to the splaytree for indexing.
