And I added the child to an acl on the parent that does not allow downloading of .exe's but when I tried to downoad them I was able to.
This is most likely because your Squid can go direct so your Squid falls back on going direct when going via the parent is not successful.
I think you want to be using never_direct rather than prefer_direct off..
