You probably want something like: cache_peer 172.31.1.80 sibling 3128 3130 no-digest proxy-only
Obviously the IP address is dependent on which server you ware on. The line above is written for the proxy at 172.31.1.81. 3128 should be set to the port that Squid (on the sibling) runs on and the 3130 is the port that ICP (on the sibling) runs on. no-digest tells squid not to ask for cache digests (since the proxies are on the same LAN, I think that ICP is the quicker query method), and proxy-only will prevent the two from carrying overlapping content.
