The ssl update patch is for the current version of Squid-2.5 around the date the patch was generated (show at the top of the patch).
It is very unlikely the patch will apply cleanly to 2.5.STABLE6. But it should apply cleanly to 2.5.STABLE7 with most patches or the current squid-2.5 nightly snapshots.
