Squid supports http only so for FTP to work you need to have a client that uses the Connect method or that can be forced to use HFTP which is a standard for using FTP over HTTP.

Note: To use the CONNECT method the security of your Squid proxy configuration needs to be significantly reduces, allowing the HTTP proxy to be abused for pretty much any type of TCP client->server traffic.

On windows I believe can do this if you have the "Enable Folder View" unchecked under the Internet Options -> Advanced section.

Not last time I checked the capabilities of MSIE. This only allows you to at all reach FTP sites via an HTTP proxy.
