On my squid server the permissions are as follows. As the squid service is run by the squid user.
-rw-r--r-- 1 squid squid 3627600 Jan 11 12:07 swap.state -rw-r--r-- 1 squid squid 0 Jan 11 00:00 swap.state.last-clean The directory /squid/var/cache should also be owned by squid.
