Usually margnially so, but the burden may be relatively high if there is a evil client flooding the proxy with bad passwords.
Also is there a way for my clients to change there own password?
look for chpasswd.cgi. See also any references to onlinechanging of .htpasswd password files used by Apache (the ncsa_auth password file is the same kind).
