It is still maintained, and it's status is unchanged.

No.
But it has always been regarded as a "if nothing else works" solution. We
always recommend the native authenticators when there is one which works
for your environment, and we never recommend using the local system
password file unless you have other services depending on this and want to
share the password among the services.
