Sort of.
In squid-2.5 the host name field in the cache_peer lines must be different
for cache_peer_access to work. So if the parent has different aliases or
if you are find by configuring one by IP and the other by name then it's
doable.
In squid-3 there is a cache_peer name option introduced allowing abstract
names to be assigned to your peers for use in cache_peer_access etc.
