Yes. All published bug patches are automatically included in the next release unless explicitly noted otherwise (so far no patch have ever been excluded)
2. CustomLog - Include the TR timing using Custom Log format
No.customlog is a new feature and won't be available in mainline until the next major release (i.e. 3.0).
