From tcpdump I get the following messages over and over

My router is 192.168.100.1 and my proxy is 192.168.100.3

gre0: gre/ip  remote any  local any  ttl inherit  nopmtudisc
gre1: gre/ip  remote 192.168.100.1  local 192.168.100.3  ttl inherit

I have the wccp kernel module loaded but it doesn't seem to be used any ideas?
I got this module from devel.squid-cache.org

# lsmod |egrep '(wccp|gre)'
ip_wccp                 1980   0  (unused)
ip_gre                 11744   1

I can see packets coming in on my GRE interface and my cisco router is saying packets are getting redirected
but all my sessions hang from my browser.

Yes the proxy is setup to redirect port 80 to 3128 where my squid proxy is listening.

Is it possible to use wccpv2 w/o GRE?

This is RHES3 2.4.21-37 with the latest stable 2.5 branch for squid (14)

Anyone care to give ma hand of what's happening here?
