This error is usually seen if there is a local firewall blocking communication over the loopback address (127.0.0.1). Squid-2.5 and earlier uses TCP/IP over the loopback address for talking to it's helpers. 2.6 and later uses UNIX domain sockets if available avoiding this issue (and a few other similar issues..).
