Access list rules are checked in the order they are written. List searching terminates as soon as one of the rules is a match.
Without knowing the order of your http_access rules, helping you is going to be tough.

The FAQ also contains a section regarding common mistakes, and another section about debugging ACLs. Self-help if you prefer it.
