I'm currently using Regexp ACL's to block "compose new mail" pages on a few 
webmail systems (like
Hotmail).

Is there a way to instead limit the number of access to such pages? 

For example, I'm currently blocking the regexp 
"hotmail.msn.com/cgi-bin/compose". Could I instead
limit a user to a certain/reasonable number of accesses?
