There was some info missing: I meant to say I also added header replace to 
change private into public.

And I just tried without header replace, which leads to the removal of the 
Cache-Control header altogether, but it doesnt seem to have an effect on how 
squid treats it re caching...maybe the header is removed after squid dealt with 
it already

The Cache-Control: private " [i]ndicates that all or part of the 
response message is intended for a single user and MUST NOT be cached by 
a shared cache" according to RFC 2616.
