Because no one has contributed ZPH support to Squid-3.
Define 'support'. We use the word in several ways here.

3.1 ... because its been merged into the squid 3-HEAD code for release
in squid 3.1.
3.0 has a patch if you want to re-apply it yourself. Should work, but
we haven't tested it very much.
- people not advertising help support for its use? No idea. Maybe
because 3.0 is no official coded, and 3.1 not released yet.
