b/c squid-3.1 is a beta version, so anything can be happened.
AFAIK it's release candidate already. It's still a bug.

you may [...] roll the software version to 
3.0.


Don't know about the OP, but I can't do that because Tproxy 4.1 is only 
supported in Squid 3.1.
