(usually /var/log/messages)
Can you connect to Squid using squidclient?
squidclient mgr:
(assuming you have the default http_port)

There's an entry in /var/log/messages that corresponds to the time when
I've had to restart...

And no, I can't connect using squidclient when it stops responding.
