My question is
1) Is that possible to load balance with Squid .. ?
2) If possible, what addition s/w is needed ..
3) Is that possible to distributes laod by percent e.g. 30% of load to
WiMax and 70% of load to ADSL ... ?

Why not load balance with a router??
Just buy yourself one that has dual ethernet ports, something like a
Zyxel, 3Com or Cisco (best for everything :-) - 800 series recommended)
and aggregate your WAN links that way!
Cisco routers can also do unequal load balancing too......
