in 3.1.0.8 we were able to get client ip from icap req mod headers and resp mod headers, We ugpraded from 3.1.0.8 to 3.1.0.17 , but new squid verision does not send us X-Client-Ip in respmod. mode, it can send this parameter ind req mod mode.
