Not with re-writers. They take a URL and produce a new URL. That is
their purpose and entire capability.
If the logic is simple enough you could do it with a redirect instead.
deny_info bouncing to a new URL based on any ACL tests.It may need a
very recent Squid to get deny_info dynamic-URL tags.
