[squid-users] delay_pool

In my squid 3.0 STABLE1 I have the following configuration:

delay_pools 1

delay_class 1 1
delay_parameters 1 1024/1024
delay_access 1 allow all

But one user are downloading at 120 Kb/s

Why it's that ?
