Squid barely serves anything during this time (but it is functional). All my

Hi Henrik,
I don't have any caching. All caching modules are disabled during compile.
There are also many other issues like, after 200 reconfigures, squid cpu usage
keeps on increasing without ever going down even on an empty squid. A restart
is being required to normalize it.
I stopped using reconfigures and had to use time-based ACLs to accomplish a
similiar thing. That is why I requested this feature:
