Looks like best way is to install libnet anyway.

It is not one of the libraries Squid uses and links directly. For it not
to exist while LDAP is present means something is wrong with the LDAP
install there. Could be wrong dependency information rom an outdated
LDAP install, or an actual missing-in-action library.
