Ah yes, you are right. I just checked the spec file
--with-filedescriptors=16384 Earlier I didnt check spec file because EXACTLY same spec file was used for 3.2.1 and it was using max_filedescriptor setting even when compile time 16384 was mentioned. Its strange though. Anyway atleast the root cause has been found Apparently its hardcoded in Fedora repositories.
