I think you are saying that /usr/local/squidGuard/squidGuard.conf does not exist.
The squidGuard installation page <http://www.squidguard.org/install/> points out in item # 8 that creating the configuration file is your responsibility. Make sure all of your squid directories and associated files have the same owner:group as is listed in your squid.conf file for: cache_effective_user cache_effective_group (That will probably be squid:squid.)
