Each category usually has a guideline for submission and it is described
at http://dmoz.org/Foo/Bar/desc.html, although it is lacking for some
categories.  Also, some major categories have a FAQ written by editors.
(For example, http://dmoz.org/Adult/faq.html)
You can see more detailed guidelines or taxonomical criterias if you
would become a volunteer editor.

RDF dumps of ODP is updated weekly, so I'm planning to run the script
weekly so that dmozlists-current.tar.gz is up-to-date.
