Just wanted to say thanks again to all the fine folks here that helped me solve this. I think there may have been two factors that impeded getting this to work.
first, I still don't understand why the custom variable I tried to send didn't work except for the possibility that it came after the URL. The second is that the original "if key =" line didn't have |targetgroup in it ;) Back to the url thing. I was calling the targetgroup/dbcode after the url variable. this was probably confusing my cgi when it had something come through with http://myurl.com/cgi-bin/blocked.cgi/?clientaddr=192.168.1.113&url=www.blockedsite.com/&targetgroup=whatever since I made the two changes of adding targetgoup to the key line and moving the variable before the url everything started working.
