Looking at the Apache documentation:

          That means that there is a permissions problem.
          Check the Apache error log and the section below
          on file permissions.

You've already received the same advice that is in the section on
file permissions. So it looks like the key to your answer is in the
Apache error log.

At this time, I've disabled the Apache Server and the error messages
are
back normal now.  I didn't need it anyway.

Try "chmod a+x path/to/squidGuard.cgi" ;-)
