One thing that will be essential is defining the various categories that 
go into a list.  For example, if we have a "Porn" category, we need to 
define what constitutes "Porn".  As has been demonstrated in recent 
discussions on the list, people have differing opinions on what is porn 
and what isn't.  If we don't define these categories well, we'll end up 
with people submitting sites to a certain category, only to have others 
removing them because the site doesn't fit *their* definition of porn.  We 
also need to have enough categories so that things that don't fit nicely 
into one category according to its definition can fit in another.  For 
example, a site on sex may not fit in the porn category, but nonetheless 
may contain material that is offensive to some.  Perhaps a "sex" category 
should be added for sex sites that don't fit in "Porn".
