I just followed the test instructions and it worked fine for me. Let's
walk through the details:

The ip portion of these requests should represent the ip of the
requestor, not the destination. This will allow you to test your
source group definitions and ACL.

Following the ip and slash should be either the fully qualified
domain name of the requestor or '-'. Follow this with a space and the
ident of the requestor or '-'. 

As an example, if I request yahoo.com from this browser the live
request will contain 'http://yahoo.com/ 192.168.44.3/- rick GET'

The test process uses your squidGuard.conf file. The test.block file
should contain urls that are being blocked by your configuration.
If your configuration file is not blocking anything, it is impossible
to run the test.block test.
