Pound sign %23 in url is blocked

Hi All,

One of my users has a link that %23 in it. This is the hex symbol
for the pound sign #.

The domain is not blocked by SG. When the link contains that %23
in it, SG does not pass it and redirects.

Anyone have a clue?
