By default a POP3 client will try to download mail off of the server
(outlook does support IMAP, so you can change the account options to
work with the IMAP server). From what I remember, if Outlook finds the
message has been read (ie via SM), it won't download the mail, instead
of keeping a list of unique identifiers it has downloaded. Try
changing your Outlook account properties to use IMAP instead of POP3.

  Yes it is, but POP3 by most clients default is download and delete
