Erin,
    It's pretty random. It's on Apache 1.3.7 (Red Hat, compiled from source,
not RPM) PHP 4.2.3, and a real SSL cert, not self signed. We use a published
plugin to force a login via SSL, and all connections are proxied via Apache
proxypass between the gateway web server and an internal machine, though the
problem exists even on non-proxied requests. We've tried several versions of
both Netscape and IE, none with any great effect.
