[SM-USERS] Start up problem

I installed squirrelmail 1.2.11 fine, but when someone logins they get the error.   Warning: fsockopen() [function.fsockopen]: php_hostconnect: connect failed in /usr/isp/all/webmail/squirrelmail-1.2.11/functions/imap_general.php on line 172 Warning: fsockopen() [function.fsockopen]: unable to connect to localhost:143 in /usr/isp/all/webmail/squirrelmail-1.2.11/functions/imap_general.php on line 172 I don't know were to start looking for why this error happened.
