Ovidiu, after reading your notes, and the article you reference, and making
a few small changes, our problem appears to be solved, albeit with a
slightly different solution.
I didn't name my preferences and attachment directory exactly the same, but
went ahead and executed the same chgrp, chmod commands you listed. In the
end, all I ended up changing was modifying the following (a .conf file I had
created and included into httpd.conf)

I am using RH8 and Apache 2.0.40 and there is an additional .conf file that
I think is part of the solution (at least in my environment). This was part
of the php install, I believe. In other words, I did not use the Action
directive, referencing /cgi-bin/php. I've tested with all Word, Excel,
Access, Acrobat Reader, and Powerpoint, and all attachments are readable.
