Did you restart your webserver after you altered php.ini?  Also, insert a
file into your SquirrelMail tree (tester.php, or something similar)
containing:

<?php phpinfo(); ?>

And then look up those config parameters.  Compare "local value" to the
master value.  If they are different, you're using a htaccess file, or
configuring your webserver to use a different environment for that
particular location.
