Since it sounds like you can only do it through a mechanism that you might find undesirable, I am piping up.
We have the set up that you describe, and to allow users to change their passwords on "machine B" I have set up Webmin/Usermin - available at for free at: http://www.webmin.com/ . I tightened down the accessible modules in Usermin so that users can only change password, forward email and set up vacation mail.
