There is a setting in /etc/httpd/conf.d/php.conf file, goes by the name
LimitBodyRequest, it's likely to be set to something around 500KB.

Interestingly enough, this very item is documented on our website if you
had just searched for the word "attachment" you'd have found this
(returned as the second item in the results):

About halfway down, there are details on this very setting.  You might
find this is causing you headaches... either alter the size, or remove
it completely (Put a # in front for safe keeping)
