conf.pl is not cgi script. It is a script that has to be executed in
terminal. Connect to your server with ssh and run conf.pl there. Or use
server's console. Or run conf.pl on any other system that supports perl
and create your configuration file there. Or read comments in
config_default.php and edit your config.php with plain text editor.
