Yes, it is, but then again, I've already started that work.  I started
by editing src/redirect.php to send users to the
plugins/procfilters/procfilters_options.php plugin configuration page,
and I modified functions/page_header.php to only show the Folders,
Filters (to take the user back to procfilters_options.php) and Logout
links.. and the Folders and Filters links to no longer specify a
'Right' frame target.

Works very well for my purposes so far.. I don't really object if
users manually enter a URL to visit some other piece of SquirrelMail
functionality, after all.

I can set up another SM instance to try it if you like?  I presume
what you have done with the startup_folder plugin is something
analogous to what I have done with src/redirect.php?
