That doesn't seem like a valid statement.  Try checking your
subscription list, and see if INBOX is really subscribed.

From what I remember, mutt can access the files directly, not only
that, but it might be cheating, like some clients do, and always
permit access to inbox.

1.5.0 is a development version, so questions about it really should be
targetted at the development list. I also assume you checked the bug
tracker, and the mailing archives before posting?
