Does the perl form set the proper MIME headers? We don't try and detect
HTML files.  We trust that the MIME headers tell us the truth.  No MIME
headers and the message is assumed to be plain text.  The minimal MIME
headers required are (assuming the message is HTML only)

Mime-Version: 1.0
Content Type: text/html
