I'm sure the bug isn't inside SquirrelMail but it could be that
SquirrelMail triggers the bug.
If you change the language then the used charset is also changed and that
information is stored in the header (See the Content-Type header). Maybe
your external progs reads the charset and use it to change the header in a
wrong way.

If you want to check which headers we sent then open your Sent folder and
inspect the headers of the Sent message, The way they are displayed there
are exactly the same (except the Message-ID) as way we stream them to
SMTP.

Maybe you can use that info and try to mail from shell again and see what
happens.
