localedef pt_PT -i pt_PT -f iso-8859-1 --force

There might be an error in this locale definition. If you want to fix it,
try to reproduce it on newer glibc version or run

localedef pt_PT -i pt_PT -f iso-8859-1 --verbose

and send output of the program to glibc developers. Maybe they can explain
what is wrong with that definition and maybe you with your Portuguese
knowledge can help them in solving the problem. Please note, that you are
using older version of glibc and problem might be solved in newer version.
At least glibc 2.3.2 is able to generate locale even when this locale
contains errors.
